California State Budget

Analysis of the 200809 Budget Bill and the 200809 Budget, Perspectives and Issues

Facing a huge 2008–09 budget problem, the Governor’s budget fails to put forward a plan that prioritizes state spending. We recommend the Legislature reject the administration’s across-the-board approach. In the absence of a meaningful starting point for budget deliberations from the administration, we have developed an alternative budget approach. In contrast to the Governor’s budget, we put forth a strategic alternative that is both more balanced and targeted in addressing the state’s budget shortfall.
